A Panel Data Analysis of the Determinants of Farmland Price: An Application to the Effects of the 1992 Cap Reform in Belgium AgEcon
Duvivier, Romain; Gaspart, Frederic; Frahan, Bruno Henry de.
This study identifies the effects of the 1992 and subsequent CAP reforms on arable farmland price in Belgium. We first propose a brief literature review of studies identifying the determinants of farmland price. Afterwards, we use a panel data set to estimate a capitalization model of farmland price. We first show that the compensatory payments introduce by the 1992 CAP reform exert a positive effect on the arable farmland price in Belgium. We also identify a structural break in the land price equation after the adoption of the new support instruments as well as a regional break between Wallonia and Flanders.

Actuarial evaluation of the EU proposed farm income stabilisation tool AgEcon
Pigeon, Mathieu; Frahan, Bruno Henry de; Denuit, Michel.
Recently, the European Commission proposed to introduce several risk management tools in the rural development pillar 2 of the CAP. One of them consists in providing co-financing support to mutual funds compensating farmers who experience a severe drop in their farm income. This paper analyses this new farm income stabilization tool for the Walloon region in Belgium, considering separately three groups of farms (crop, dairy and cattle farms). Relying on FADN data from 1997 to 2007, this analysis focuses on estimating the probability that such regional mutual funds would need to intervene to compensate farm net incomes and, in that case, the expected amount of each farm income compensation and the total expected amount of compensation. The budgetary...

Agricultural Research Impact Assessment: The Case of Maize Technology Adoption in Southern Mali AgEcon
Boughton, Duncan; Frahan, Bruno Henry de.
Adoption of the improved maize package was particularly rapid during the period 1980-86 when an attractive guaranteed price was offered and extension activities were reinforced by a maize project that included the establishment of a seed multiplication program. Following cereal market price liberalization in 1986, maize prices fell and have been subject to considerable variability. Area has continued to expand, but farmers have greatly reduced fertilizer use, switched back to maize-late millet intercropping, and substituted early maturing varieties better suited to their own food security needs. The estimated internal rate of return (IRR) to investment in maize research and extension in southern Mali over the period 1969-90 is 135%. This high rate can be...

Analysis of Technical and Policy Changes for Belgian Dairy Farms Using an Estimated Augmented SGM Cost Function AgEcon
De Blander, Rembert; Frahan, Bruno Henry de.
This paper provides some evidence on the evolution of marginal and average costs of dairy farms in Belgium between 1990 and 2007. It investigates the effect of the 2003 Mid-Term Review by adding time trends and linear splines to an augmented multi-input multi-output symmetric generalized McFadden cost function and estimating it using a panel of Belgian dairy farms. Existence of size, scale and scope economies in the dairy sub-sector is also examined. This exercise increases our understanding of dairy farm responses to reforms and helps envision the possible effects of ending the milk quota system as it is now planned for 2015.

Compliance with international food safety standards as an outcome of a Nash bargaining process: a case study on Kenyan small scale green beans farms AgEcon
Nimenya, Nicodeme; Frahan, Bruno Henry de; Ndimira, Pascal-Firmin.
This study provides a stylized model on “Exit, voice and loyalty” as alternative strategic responses taken by Kenyan green beans farmers in the context of new and more stringent international food safety standards. On the analytical side, we use the Nash bargaining theory where the exporter and a representative grower bargain over the product quality level and the premium producer price. The comparative statics analysis shows that the producer bargaining power unlike the compliance costs has, ceteris paribus, a positive effect on the equilibrium quality level while these exogenous variables have ambiguous effects on producer price at equilibrium. Empirical results from logit model estimation with survey data at farm-level in Kenya show that households with...

Consumption Growth and Agricultural Shocks in Rural Madagascar AgEcon
Thomas, A.-C.; Gubert, F.; Frahan, Bruno Henry de.
The aim of this paper is to evaluate the effect of rainfall and agricultural shocks on consumption growth in Madagascar. We are also interested in the impact of local endowments in infrastructures and social services on consumption growth. To achieve this goal, a micro model of household consumption growth is estimated thanks to household panel data collected by the Reseau des Observatoires Ruraux (ROR) between 1999 and 2004. Additional data sources include the 2001 communes census organized by the Ilo program of Cornell University. Altogether these different data sources make an unusually rich data set, at least when considered with developing country standards. We use panel data fixed effect estimation technique to remove unobserved household and...

Dairy Farms without Quotas: Simulations Based on a Multi-output Multi-input Cost Function AgEcon
Baudry, Alexandre; Frahan, Bruno Henry de; Polome, Philippe; Howitt, Richard E..
This paper evaluates the farm level supply and income effects from removing milk quotas and reducing producer prices with increasing direct compensatory payments. Using a panel of Belgian dairy farms, we first estimate long-run flexible multioutput multi-input marginal cost curves for each farm of the sample. Second, we embed each estimated long-run farm cost function in the objective function of a profit maximisation programming model built for each farm of the sample. Simulations show that, without quotas, aggregated milk supply and farm gross margin increase by 18 per cent and 37 per cent respectively from their reference level. A 20 per cent decline in producer prices and a compensation rate set at 30 per cent of the price decline maintain the...

Differentiated Demand and Supply of Wheat under Alternative European Trade Policies AgEcon
Frahan, Bruno Henry de; Tritten, Christian.
This paper proposes a partial equilibrium displacement model that differentiates wheat according to its end-use and country of origin to investigate the impact of alternative European trade policies on wheat supply and demand in France. Transmission, demand and supply elasticities are estimated for each class and origin of wheat. Simulation results show that rebalancing trade protection across wheat classes encourages domestic supply of high quality wheat and displaces imports from North America.

Estimating an Ex Ante Cost Function for Belgian Arable Crop Farms AgEcon
Hansen, Kristiana; Baudry, Alexandre; De Blander, Rembert; Frahan, Bruno Henry de; Polome, Philippe.
We estimate a farm-level cost function for Belgian crop farms using FADN data over the study period 1996-2006. We rely on an estimation of farmers' expected yields at the time cropping decisions are made rather than actual yields observed in the FADN data. The use of an ex ante cost function improves the cost function estimation. We subsequently suggest how our cost function can be used in simulations to analyze farmer response to changes in output price risk.

Evaluation of Agro-Environmental Policy through a Calibrated Simulation Farm Model AgEcon
Hansen, Kristiana; Frahan, Bruno Henry de.
This paper evaluates the production and income effects from the adoption of one popular agro-environmental measure, which concerns buffer strips along field edges, on a representative sample of crop farms in Belgium taken from the Farm Accountancy Data Network database. We represent the economic behaviour of each crop farm with a profit-maximisation programming model that embeds an estimated ex-ante flexible cost function. We calibrate the simulation model using the Positive Mathematical Programming approach. Accounting for farm and regional heterogeneity, simulation results show how crop farms may respond differently to incentives for the agroenvironmental measure. Results demonstrate that economic incentives can be an effective mechanism for encouraging...

Evaluation of an index-based risk management contract for agricultural activities AgEcon
Weynants, Stephanie; Gaspart, Frederic; Frahan, Bruno Henry de.
This paper proposes and evaluates area index-based financial contracts for specific farm activities. These financial contracts allow not only for removing moral hazard and adverse selection as index insurances do, but also for adding more flexibility and, hence, better risk protection. The evaluation of these financial contracts uses FADN farm data of Belgium from 1990 to 2007. Area indexes based on yield and yield-in-value perform well in stabilising revenues from some farm activities, but badly from some others. The variation in the estimated actuarially fair premiums across agricultural area shows the importance of designing those financial contracts according to homogenous agricultural area.

FARM HOUSEHOLD INCOMES AND REFORMING THE CAP AgEcon
Frahan, Bruno Henry de; Nkunzimana, Tharcisse; De Blander, Rembert; Gaspart, Frederic; Sumner, Daniel A..
Low and variable farm income has been a main rationale for heavy government intervention in agricultural markets and income transfers to farmers whether in Europe in response to disruptive agricultural imports and low world prices at the end of the 19th century or in the US in response to the Great Depression. While the future of the Common Agricultural Policy (CAP) is again discussed and new directions are examined, it is fundamental to know to what extent low and variable farm income is still a problem in contemporary European agriculture and a valid rationale for designing the new CAP. In this context, this paper first examines the income level and distribution of farm households compared to those of non-farm households for a selection of OECD...

Farm-level Acreage Allocation under Risk AgEcon
Polome, Philippe; Harmignie, Olivier; Frahan, Bruno Henry de.
We model the area allocation decision problem for a fixed size crop farm under random yields and prices for a risk-averse farmer. We assume that in the short run, the variable input expenses are fixed per hectare and per crop (an assumption that is motivated by our data). Therefore the cost function depends only on the non-stochastic area allocation. The first order conditions of the model involve integrals across functions of random variables that do not in general have closed form solutions. Numerical simulation techniques are used to calibrate the parameters of the cost function. The two sources of randomness, price and yield, are combined into a single random variable, the yield-in-value. Based on examination of panels of yield-in-value data, we assume...

HORIZONTAL AND VERTICAL INTRA-INDUSTRY TRADE IN THE PROCESSED FOOD SECTOR AgEcon
Frahan, Bruno Henry de; Tharakan, Joe.
For the first time in the food trade literature, the determinants of intra-industry trade (IIT) in horizontally differentiated products and vertically differentiated products are separately tested using the most recent theoretical models of IIT. For both 1980 and 1990, the econometric results confirm country- and industry- specific determinants proposed by these models for explaining horizontal and vertical IIT in the European processed food sector.

IMPACT OF THE NEW EU NOVEL FOOD AND FEED REGULATION ON THE SUPPLY CHAINS FOR ANIMAL PRODUCTS AgEcon
Frahan, Bruno Henry de; Tritten, Christian.
This communication examines how the new EU novel food and feed regulation would affect markets and trade in commodities, feed ingredients and animal products. Market and trade effects are derived from a multiregion, multicommodity, multistage, non-spatial, partial equilibrium model in which supply chains for animal products are segmented into GM and non-GM lines of products.

Modelling the impact of private quality standards on the fresh fruit and vegetable supply chains in developing countries AgEcon
Fontaine, Damien; Gaspart, Frederic; Frahan, Bruno Henry de.
Stricter quality requirements and greater uses of private quality standards have a considerable impact on the fresh fruit and vegetable supply chain in developing countries. In particular, the future of small-scale production is in doubt. This paper presents a theoretical game theory model to study the impact of quality requirements on producer and consumer welfare within certified supply chains. The model shows that total producer welfare is maximized at higher quality levels where farmers who are efficient in the production of quality products participate, whilst less efficient producers are excluded. In addition, the model provides useful insights on welfare and poverty impact of increased competition and changes in private standard certification costs.

Multi-input Multi-output Farm-level Cost Function: A Comparison of Least Squares and Entropy Estimators AgEcon
Polome, Philippe; Fernagut, Bruno; Harmignie, Olivier; Frahan, Bruno Henry de.
We introduce a modification of the quadratic-Leontieff multi-output cost function that is particularly suitable for the data of the Farm Accountancy Data Network. We present least squares and entropy estimates of that function and compare their results for a sample of crop farms. Our results are encouraging for the use of entropy estimators in cases in which farms are not assumed to share the same technology. Our approach can be seen as an extension of the Positive Mathematical Programming approach (Howitt, 1995). The extension consists in an explicit specification of inputs in the cost function and in the possibility of modeling several farms simultaneously.
